This should be the Golden Oak Scale - Eichenpockenschildlaus - on the leaves of a Kermes Oak (Kermes-Eiche or Stech-Eiche - Quercus coccifera, Syn.: Quercus pseudococcifera Labill.)
For the oak I am not shure. The genus Quercus has many species with stinged leaves.

Quercus ilex leaves and underside with beautiful young state prongs.

oh, this little guy seems to share the habitat with the Golden Oak Scale. :)
The mite really is a dwarf compared with the big Oak Scales.
In German it is called a "Milbe" - but I do not know the genus.

the shown mite is a spider mite (Tetranychidae), most likely Tetranychus urticae. Seems to be a young male.
