Microcystis is a difficult genus to ID. I do not recognize M aeruginosa at all in your images. The small colonies I would ID as M. flos-aquae, the large dark colony in the left corner of the oversight image as M. novacekii.
Toxin analyses are generally carried out by HPLC-MS, indirect methods exist (ELISA, inhibition of alkaline phosphatase). Or you feed it to the dog ;-)
